Generate Shipment Request Process Generating Shipping Request for Non-Reservable Items and quants

Hi
We are using 3PL for managing shipments. Using Oracle Fusion for generating shipping request for the items based on item availability to communicate it to 3PL for shipping
We have defined “Reservation Behavior for Integration to External Systems” option - as Partially reserved lines in Shipping Parameter
But system is allowing to generate Shipping Requests even for items which are not ‘Reservable’ (Reservable - attribute disabled) or in Non-Reservable Sub inventory (Not available to reserve)

Any additional options that we have to enable to control generating shipment request based on the option selected in Reservation Behavior for Integration to External Systems
