Does the Restrict Goal Library profile option really work for anyone?

Summary:

Even after following the steps to enable the Restrict Library Goals offering in the Workforce Development offering, the Goal Library doesn't limit what goals are available to view to employees. I've tried a number of the fields and various combinations (Business Unit, Job Family, etc.) in the Library Info section. Sometimes the goals display 100% of the time (to 100% of the population) and sometimes they don't show up at all (for anyone). My understanding (maybe it was originally an assumption, but I feel like it was confirmed by Oracle documentation in a few places, including here: Considerations for Restricting Library Goals
