UK Apprenticeship Levy - Balance Aggregation

I'm currently working with an Oracle Fusion customer that has multiple payrolls, each with their own Payroll Statutory Unit & Tax Reporting Unit. We have identified there is an issue with the calculation and reporting of the Apprenticeship Levy, whereby 2 payrolls have a pay bill below the £3m threshold so Fusion is treating them as exempt.
One of the payrolls is for payment of pensions from a registered pension scheme, so is correctly exempt.
The other however, is a small payroll that forms part of the wider customer group and therefore, despite being under the threshold in of itself, should have the Apprenticeship Levy calculated when considered with the wider group. This payroll must remain in its own PSU & TRU.
