Notification not received when assigned Development Goal updated by Manager

We have enabled the 'Manager updates a goal' notification in Talent Notifications.

A Line Manager has assigned a Performance Goal and a Development Goal to their direct report. When the Line Manager updates the employee's assigned Performance Goal, the employee receives the 'Manager updates a goal notification' - when the Line Manager updates the employee's assigned Development Goal, the employee does not receive a notification.

Is this the expected behaviour?
