Different Grade Rates as per City

Hi All,
We have a requirement to have multiple grade rates for single legislation. Example: For China we have different grade rate, China- Beijing and China- Shanghai and we have only one Salary Basis created as per country.
Is there a way to tag multiple salary basis as per the location/city we are using at assignment? Or if some other way we can achieve this.
