Process learning record job doesn't trigger automatically

We have created a learning initiative based on Org chart criteria. The expectation is Process Learning Record job should automatically trigger to assign the learning record to designated learners which fulfills orgchart criteria However the process doesn't trigger automatically. User needs to trigger the job manually.
We are implementing learning 1st time. Is this the expected behavior ?
