VM instance had just disappeared. the link/button to create a new vm doesn't work

Hi, As a free tier, my basic VM instance had been working well for about 3 years until recently it stopped responding. After log in the cloud, i found it had just disappeared. Furthermore, the link/button to create a new vm doesn't work as well. any one could help me? thanks !
