Can we restrict user access by individual FAH subledger applications in a given ledger?

Summary: Our client has one primary ledger. And they will like to setup ~30-40 FAH applications for different source systems. They want their users to have access by individual FAH application. Is it possible, similar to Oracle standard subledgers, like Payables, Receivables?
