Release hold is graded out while releasing a system generated hold

The "Release Hold" option is grayed out when trying to release a system-generated hold. We've confirmed that the "Allow Manually Release" checkbox for the specific hold name is enabled, but we're still unable to enable the "Release Hold" button. Additionally, we've verified that there are no privilege issues, as the "AP_RELEASE_HOLD_ON_PAYABLES_INVOICE_PRIV" privilege is assigned to the relevant role. Can anyone suggest what else needs to be checked or what other privileges are required to enable the "Release Hold" button?
