View Access to Supplier Sites Restricted by Procurement Business Unit

We have a requirement to restrict viewing access to supplier site details by business unit. We have tried limiting this through procurement agent access but the user is still able to see supplier site details for other business units. How can we restrict users from seeing supplier site details of BUs other than their own?
