Can an old process on hold cause issues?

We have had to reschedule some processes recently and have rechecked them to make sure that there are no issues. We have noticed an old process that was placed on "hold" and are wondering if it can be the root cause of certain notification not sending regularly?

Can this one process 18865110 be canceled, and the held process be as well without issue where the one in question is still running accordingly?
