Employees on LWOP - What's the recommended approach or best practice to get benefit deduction report

Summary:

We would like to generate a benefit deduction report specifically for employees who are on LWOP (active but payroll ineligible) but they are benefit eligible so their EE portion of benefit premium deduction has to be taken. Since for the employees who are LWOP, their salary is zero no ben deduction occurs during the LWOP duration. The seeded deduction report only pulls the employees who are part of the payroll processing. Tried to search any other seeded report that provides this information. What is the recommended approach or the best way to generate the report that contains all LWOP employees
