Agreement type is greyed out

Summary:

"Purchase Requisition" - When trying to create catalog requisition "Agreement type" is Null. Whereas in the same environment using

"Purchase Requisition (New) " - SSP "Agreement Type" is Greyed out and defaulted to "Contract Purchase Agreement" . Please advise why in SSP it is greyed out. Attached screen shots for reference.
