Inspection SAVE button

I´m working on Oracle Fusion Cloud Applications 24D. The following issue appears using Quality Management.

I describe the steps below so everyone can understand the context:

I create an inventory inspection plan for an item catalogue. I add to the plan some characteristic specifications and action rules. Once I reviewed that it was OK, I pass them from "New" to "Approved" status. I proceeded to make an inspection related to the plan. The plan has a five characteristic and when I completed 3 of them and leave 2 characteristic in blank (I mean, without introduce a result) and click on SAVE, an e-mail with the inspection result is sent, despite the inspection was not fully completed.
