Ability to hide the "Reassign" option in SS Procurement's "My Requisitions" page in Redwood 25a

We need the ability to hide the Reassign option from the Self Service Procurement My Requisition Page in Redwood.

There have been several instances where a self-service Procurement user mistakenly reassigns the Requisition to another Requester.  They believe they are reassigning the approval, and there are no systematic guardrails to provide instruction that this task actually reassigns to another Requester.

When they reassign to another Requester, this leads to unnecessary friction.  For instance, if the Req is pending approval, this causes the Req workflow to restart.
