API Access to Auto-populate Active Hire Controls

An idea/question was posted back in 2013 about enabling API access to Requisition Active Hire Controls. Is this now available?

We create requisitions through an API (with Workday) and would like to auto-populate requisitions with the Active Hire Control checkboxes already checked. Is this possible now?
