Manage Third Party Bank Account privilege for supplier portal user

Summary:

Hi All,
Does the supplier user require the privilege of 'Manage Third Party Bank Account'?
As I understand, this privilege is for Internal users to add/update the bank accounts of suppliers/customers. But would a supplier user also require this privilege to update its own account in supplier profile?
