user only able to create and modify item structure but not able to modify item other attributes?

Summary:

is it possible to allow user only able to create and modify item structure but not able to modify item other attributes?

in my company, user PD should be able to maintain item structure for item in item management, but we don't allow he to modify other attribute.

we try to use item rule set to do that, but if we have set the item rule set, other user also cannot modify the item attribute.
