Impossible to add a new program qualifier in channel revenue management

Summary:

Hello,

I tried to add a new qualifier in channel revenue management.
Used documentation : How to Set Up Custom Qualifiers Based on Sales Invoice Header Descriptive Flexfields.

I followed all the described steps twice.

Result : the new identifier is not available in the program avaliable additional conditions. I can’t see the new qualifier I built in the list.
Please find screenshots in the attached file.

Need help to determine where is the error or if it is a bug.
