Notifications for recruiter once the candidate has input both DOB and SIN into the system?

Summary:

To ensure there are no delays once the record moves to HR, we would like to ensure that SIN and DOB have been obtained prior to recruitment selecting "Move to HR". Rather than checking each profile, we would like to configure a notification to go out to recruiters once their assigned candidates enter in both their SIN and date of birth.
