What are the mandatory parameters to create an external bank account for employee with REST API

We have not enabled the CE_USE_EXISTING_BANK_BRANCH profile option, therefore from the UI in Personal Payment Methods employees can manually enter this data if needed, if not it creates a dummy value in the tables.

In order to complete a hdl load for personal payment methods, we need to have completed an external bank account load first. Within the external bank account load, you must supply the bank name and branch number.

For some countries we do not have this information so want to be able to add an external bank account and personal payment method without pre loading banks and branches.
