Notification Preferences - No Values in Triggering Event Dropdown

Issue:
While configuring Notification Preferences for Service Requests, I am unable to see any values in the Triggering Event dropdown. When I try to save, I receive an error stating:

• Triggering Event: You must make at least one selection.
• Notification Name: You must enter a value.
• Description: You must enter a value.

Troubleshooting Steps Taken:

1. Checked roles and privileges to ensure I have the required access.
2. Verified whether any event-based notifications exist in the system.
3. Cleared cache and tried different browsers.
4. Attempted the same setup in another instance but faced the same issue.

What could be causing the Triggering Event
