Send notification to a project role post auto approval

Summary: We have a requirement wherein once the project status is updated from Pending Close to Final Close, a particular project role should get notified. We are trying to setup auto approval for this scenario (Pending Close - Submitted for Final Close - Final Close). This step should happen automatically and an email notification should be sent to a project role eg. - Controller. Please guide how to set up this auto approval and notification.
