creation of view only cycle counts role

We want to create custom roles which restricts the users to not have any edit access to the cycle counts and should be able to view the counts.

The situation is we have two roles from which we have cycle counts privileges, They are Inventory count Management and Inventory Approval Management. These two roles are part of Warehouse manager. So we made custom roles for the mentioned two roles and tried to assign them to warehouse manager role.

But as we remove "create Cycle counts" privilege, we are unable to see the create cycle counts in the counts task in inventory management and also at the same time missing out on "Manage cycle counts".
