How do I produce the annually mandated Government Compensation in California report?

According to the California State Controller's website,

Government Code (GC) 53891 requires cities to submit an annual Government Compensation in California (GCC) report to the State Controller's Office (SCO). Pursuant to GC 53891, the GCC report for the previous calendar year is due no later than April 30th.

Yes, we can continue assembling the report from scratch, but doing so requires non-trivial Logical SQL to combine the results from multiple Subject Areas "just so"—especially challenging because we must include any employee who was paid in the calendar year, while some of the Subject Areas only include active workers.

I would assume the mandated report would be delivered by Oracle, but I'm not seeing it anywhere. Am I missing something?
