Candidate Names Sorting Order is Incorrect in Redwood

Summary:

When we sort the candidates by "Last Name, A to Z", the candidates are not shown in the proper order. The top few records are displayed as below:

1)The name having first alphabet as upper case and rest lower case are displayed first (ex: Eby, Hall)

2) The names starting with special characters (ex: - , .) are displayed next

3) The names starting with numbers (Ex: 1, 2) are displayed next

4)The names having single upper case alphabets (ex: A, B.. Z) are displayed next

5) The names having lower case alphabets (Ex: abc, ..zhu, zhang) are displayed next
