How to create DFF value sets values that are for inventory organization specific

Summary:

I have a DFF field and each organization has different set of values. How do I set it up so one org doesn't see another organization's list of values?

For example:

DFF called Project List.

Inventory Org 1 has 2 values: Project A, Project B

Inventory org 2 has 3 values: Project C, Project D, Project E.

How do I create create the value sets so Inventory Org 1 only sees Project A and Project B, and Inventory Org 2 sees Project C, D, and E.
