Pause rule based on the line status of other lines in the order

Summary: We have trade compliance step setup after the scheduling step (during fulfillment). Once the trade compliance is passed, all lines are kept on a pause step, where supply is reserved against the demand line and then the pause is released.

Now the issue is, suppose we have an order with 100 lines, trade compliance sends the response one by one, and it takes a while to release all these lines for further processing. In the meantime, if the order lines are in the pause step, the integration picks them up and processes them. However, the expectation is that all lines in an order for which a supply needs to be created, should go together.
