How to split the bill only line which is at pause task

Summary:

We have bill only line which has only two tasks Pause and Invoice. We have requirement to split this line when it is waiting stage. When are aware that for shippable line we have to do un schedule and move the line to manual action required stage and then can split

However, for bill only line we do not perform schedule and there is no way to un schedule it.

Please suggest way to do manual split for this scenario
