Queues inside other queues

Hello

Under the topic "Overview of Queues" in the link https://docs.oracle.com/en/cloud/saas/fusion-service/fauec/overview-of-queues.html it is mentioned that we can "place queues inside other queues". Just wanted to understand how would we achieve this? Does this mean that we can create a hierarchy of queues? Or is this phrase referring to the Overflow queues added under queue setup?
