Different ship-to location which is not assigned to Inventory Org while creating service PO

Summary:

We have single business unit which has two legal entities assigned to it.

My client would like to assign ship to location as HQ location for service purchase orders .

This location doesn't have any inventory organizations associated to it and is not showing in Ship-to location LoV on create purchase orders screen.

How to configure this?
