Credit review pending status shouldn't applicable for other holds(Invoicing hold,Shipping Hold etc.)

Summary:

We have one extension for Credit check hold(Skip Credit Check on an Original Order).
But When We create Order, It Put credit check hold on SO then We will release it. If someone try to revise sales order It goes for Credit review Pending.

Now, Apart from Credit check hold, If we put some other Hold like Invoicing Hold, Shipping Hold etc & then try to revise the order still It is going for Credit review pending status. it shouldn't go for Credit review pending status for other holds.
