Need help with a workforce compensation alert

Summary:

We currently have an alert that prevents managers from submitting if they try to give a merit increase (component) or other adjustments (component) if the employee's current base salary is over their current pay grade max. We only allow lump sums in these cases (screenshot below shows the alert).

We want to keep the existing alert, but we have a request from our comp team…if the employee's current base salary is over their pay grade max, but they are getting promoted and their new base salary is within their new pay grade range then allow the increase to be submitted without the comp team having to bypass the alert.
