How to grant access to an Expense BU templates which are different than Employees Default BU

Summary:

Hi Team,

We have a business use case wherein we would like to maintain just One BU for expenses and AP Invoice (Service Provider Relationship). Currently, we do have employees spread across 10 Legal Employers and 10 Business Units wherein 1 Legal Entity is tied to 1 BU and vice versa.

1. Employee BU: ABC BU
2. Employee LE: ABC LE
3. Expense Template BU: XYZ, Expense Template: Misc Exp Template (Default)
4. AP Invoice BU: XYZ (Creation of AP Invoice for all expenses)

We are looking for options wherein we can give access to an employee in ABC BU to create expenses using a common template 'Misc Exp Template' in BU XYZ. Currently oracle doesn't allow to access a Expense templates created in BU other than employees default BU (Employee definition). Is there any data access or any config which can be used to give access to all employees to one Common Expense template instead of creating templates and assigning them to all 10 different BU's ?
