Oracle Linux: Serial Console Displaying Grub Error "you need to load the kernel first"

Goal:

To Restore Oracle Linux to a working state

Symptoms:

Error messages below are displayed when Opening a Serial Console

error: ../../grub-core/fs/fshelp.c:258:file
`/vmlinuz-5.15.0-209.161.7.el8uek.x86_64' not found.
error: ../../grub-core/loader/i386/efi/linux.c:256:you need to load the kernel first.
   Press any key to continue...

Note: The same error message is displayed even when using UEK or RHCK kernel

Solution:

1) Shutdown the OL8/OL9 instance from the OCI Console (STOP button). See Stopping an Instance

2) Create a dummy Instance ( Select an OL7 Image to avoid changing VG and LV names ) with internet access to download RPM packages from our public YUM Repo (yum.oracle.com)
