Saved Draft Application Notification - Unable to login in Career Site

Saved Draft Application Notification is sent, but when candidates try to log in to the career sites, they get an error hence they cannot proceed to finish their application.

Scenario:

The candidate started their application for the job posting XY with a new email address (they did not have a candidate profile yet) and provided some data such as date of birth and address.
Before requesting the verification code at the end for identification, they closed the browser without entering the code (the application was not submitted).
About an hour later, this candidate received a reminder email (ORA_APPDRAFT_FIRST_NOTIF) and after about 3 days, another reminder email (ORA_APPDRAFT_REPEAT_NOTIF).
