Guided Learning Green Help Icon is blinking and content is not readable

Summary:

User want to read the Oracle Guidance Learning details on the Green Help icon ( Question mark ? icon) before adding the Category on the Requisition page but when cursor is hover over the Green icon, it blinks/flickers and user is not able to read the content. As per Oracle Support SR tried to check on the OGL site but Customer Tenancy was not available for OGL site.

How to resolve this flicker on the UI so that all users can read the OGL content on that page?
