How to split a single row into multiple rows in oracle fusion

Dear All,

I got an requirement like need to split single row into multiple rows dynamically, but here that single row is having value like 99 so i need to split 99 rows accordingly i have tried with connect by level but I am not getting exact output.

Your guidance on this matter would be greatly appreciated.
