Why are the Account Number and IBAN marked with ** in Expenses -> Manage Bank Accounts?

Summary:

We noticed that for the country Moldova, the Account Number and IBAN are marked with double **. This is not something one can setup from the Bank Account User Rules REST API (stored in table CE_CTRY_SPECIFIC_UI_RULES), as you do not have the option to make them **, only * (meaning Required = TURE). This double asterisk supersedes the bank account rules provided via the REST API bankAccountUserRules.

Interestingly, the double asterisk ** has a different size, color and format than the single asterisk * on the other fields.

Also, other countries do not have this double asterisk for these fields.
