Quick links to other actions from one page (person spotlight, employment, benefits summary, etc. should link to the version that is current enabled version

Use Case and Business Need (Required):

Currently, we are unable to begin the use of Person Spotlight due to the quick links being set and we are not able to update them to the pages we have currently enabled. Due to competing timelines within different modules the delivered links do not align with our current structure. By introducing the ability to edit the links, we will greater control and quicker adoption of new functionality improving the user experience.
