Sales Order is not creating a Planned order

Summary:

We need Planned Orders to get generated for Sales Order

We are creating Standard Sales order with no on hand present for the item, the item is make type with no on hand, no sourcing rule, ATP Rule is set as supply chain availability search for the whole organization

When the SO gets collected to Supply plan, it can be seen pegged to existing WO created as part of Manufacturing process.
