    Summary:

    We have created a custom scenario 'Budget' in Accounting Scenario value set. Then we have loaded data through Create Budgets in Spreadsheet task. The budget balance is visible in GL_BUDGET_BALANCES table but it is not visible in GL_BALANCES table.

    In the documentation for GL_BALANCES table it is mentioned that, "ACTUAL_FLAG is either 'A', 'B', or 'E' for actual, budget, or encumbrance balances, respectively"

    When we query GL_BALANCES table, there is no row with ACTUTAL FLAG = 'B'
