Getting error in RSSP when trying to add a line to requisition

Summary:

While adding an item to cart using RSSP after withdrawing and cancelling one requisition, one of our users is getting the below error:

"You can create lines only for incomplete requisitions or for requisitions that have at least 1 withdrawn, rejected or returned line. (POR-2011201)"

This is occurring for a user in production and unable to replicate in the lower environments.

Please let us know if anyone has come across this and how to resolve this.
