Unable to activate Role guide . Activate button is missing.

We have enabled Oracle grow functionality. We logged in as learning administrator who has manage role guide privilege, however user is unable to activate the role guide and also Add button in capability guide is disabled which prevents the user to add the capability guide. Anyone has faced this issue.
