Best practice to mask the employee salary data in the lower environment

Hi All
I know this is a generic requirement needed for all clients. I really need help determining the best approach to masking the salary details in the lower environment.
The masking service we purchased from Oracle masked the employee's personal information and didn't cover the salary information.
We do have salary components, and I also want to mask all the historical records.
Please guide me.
