Restrict supplier site modification access while granting Creation access

Summary:

Hi,

We want to restrict supplier site modification access while granting supplier site creation access.

We know site creation access is controlled through Procurement Agent access along with Privilege. However we want to restrict the SIte modification access (DIsable the pencil button) while at the same time we want to provide only creation access ( "+" Button should be enabled).
