Receiving an Error receiving Outgoing Migration Set

Summary:

During creating the Migration Set, we received an error that states: Current environment hasn't been mapped to a Target instance. Go to Environment Information setup tab. Going to the Environment Info, it does not allow a selection of the current environment. How can this be resolved?

We are tasked with doing a Redwood SCM Assessment and we are receiving an error while trying to create the migration set from Production, so we tried in our DEV1 environment and received the same error. We are not sure what the next step would be to resolve this.
