How to minimize compensation information access so only HR can see the plans and grades ?

Our compensation manager only wants specific people to have access to see information like paygrades and ranges. I run into issues especially with my line managers as if I remove the compensation roles they lose the ability to see Job code and position data on reporting. I wondered if anyone had suggestions for a supportable way to do this.
