Propose activities that could be done by a specific Technician

After a Dispatcher has identified a white space in the technician route (e.g. in the afternoon of today), he wants to assign activities to that tech.
As the customer has the restriction, that an appoitnment must be confirmed prior to the assignment, the customer wants to have a flow like this:

1. OFSC to propose possible Activities for assignment to this tech (taking into account Priority, Qualification, Lowest distance etc). System should propose e.g. 3 most suitable available Activities

2. The dispatcher would call then the customers (from the 3 activities) to check whether they are available on the current day and proposed time for the visit of the technician.
