Compensation Pattern not working in Credit check orchestration task

I have setup credit check in orchestration before shipment.

If the credit check failed, user will create a new revision on the SO, change the SO header attribute "isSkipCreditCheck" to Y and submit the order again.

My goal is, if the "isSkipCreditCheck" flag is Y , the credit check should not run.

However, the Compensation Pattern of the check check task seems does not work, the orchestration task does not rerun hence the credit check keep failed

Here is the orchestration setting

I always take away all the criterial in Compensation Pattern, but it just does not work.

Anyone could help with this ?
